The specific combinations that caused our headaches
Lutron Ariadni CFL/LED dimmer AYCL-153P
When I finally looked at the model numbers, the switch we had in the room was the Lutron Ariadni CFL/LED dimmer AYCL-153P. This is a well-known single-pole dimmer for many CFL and LED loads. The key word is many, not all. It is not a universal fix.
This dimmer has an adjustable low-end trim. That trim is not optional. LED drivers often behave differently at minimum dimming levels. If the low-end is set too low, you get flicker or drop-out. If it is set too high, you lose the bottom of the dimming range. The trim is there so a qualified person can match the dimmer to the load. In my case, it took a few minutes to adjust, but only after we confirmed the fixture was actually compatible.

I also looked at a Lutron Wi-Fi dimmer switch for the room. App control and schedules would have been genuinely useful. But the Wi-Fi side is the easy part. The harder part is still the load. If the LED driver is not compatible with the dimmer, the app simply gives you remote control of a flickering light. Which, honestly, is worse than no control at all.
The Hue Zigbee alternative
In the smaller spaces, someone had installed Hue Zigbee bulbs in a couple of fixtures. Hue Zigbee bulbs work differently: the controller is in the bulb, and the wall switch stays on. That works fine for accent lighting and residential lamps. In an office, it creates a behavior problem because users expect the wall switch to do something. Hue Zigbee is not a bad system. It answers a different question than a wall-box dimmer, and it should not be mixed on the same circuit with line-voltage dimmed fixtures.
Why a shallow downlight makes it worse
The fixture in the meeting room was a shallow downlight. I understand why: the ceiling plenum is tight, and a shallow housing is easier to install. But the shallow housing leaves very little space around the LED driver. Heat behaves differently than in a deeper can, and heat affects low-end dimming performance. A fixture can look perfect in the catalog and behave badly once it is enclosed in a tight space.

- For commercial downlights with 0-10V drivers, I do not force a phase-cut dimmer into that signal. I use a 0-10V power pack or a Lutron system that natively controls 0-10V.
- For Hue Zigbee bulbs, I keep them as a smart-bulb solution. They are not my choice for shared office spaces because the wall switch becomes confusing.
